Minister of Manpower of Republic of Indonesia issued Minister Regulation Number 228 of 2019 on Certain Titles Open for Foreign Workers (“MR 228/2019“). The enactment of this regulation is preceded by the issuance of Presidential Regulation Number 20 of 2018 on Utilization of Foreign Workers.

In principle MR 228/2019 outlines the following points:

• Directors and Board of Commissioner are open for foreign workers, except for those who manage personnel;
• There are 18 (eighteen) categories of business which are open for foreign workers;
• Minister of Manpower is authorised to approve the use of foreign workers which are not listed in the MR 228/2019;
• MR 228/2019 annulled the other 19 (nineteen) Minister of Manpower Regulation.
